Why did God allow 9/11 ?

WHY would God allow 50,000 to die ? At any one time during a normal workday, there would have been around fifty thousand in the twin towers U.S. World Trade Center. Not to side-track any issues here, but ---> It was rather interesting that someone did observe that on 9/11 the F.B.I. offices within that structure were closed. Strange thing is, I don't believe that was a National holiday. Do the F.B.I. ever just close down ? I thought those guys where always on the job....kinda like our 'national security'! .......
